Project Overview: The Russian Crude Oil Processing Optimization and Efficiency Enhancement Project has
been included in the national petrochemical industry development plan and the "Two Builds and One Reform"
overall layout of CNPC's refining and petrochemical operations. It was also incorporated into the State Council's
"Opinions on Several Major Policy Measures to Support the Revitalization of Northeast China in the Near Term."
The core initiative involves constructing 11 new facilities, including a 2.4 million-ton/year residue oil hydrotreating
unit and a 2.2 million-ton/year heavy oil catalytic cracking unit, while upgrading five existing units such as wax oil
hydrocracking, ethylene cracking, and sulfur recovery. These efforts aim to maintain the annual crude oil processing
capacity while enhancing efficiency.

Contract Scope: Our company has undertaken the design, manufacturing, and on-site technical services for the
residue oil hydrogenation and sulfur recovery units of this project.
